Abstract

The paper deals with one of the most important characteristics of scientific institution activity - publication activity. The educational institution structure scheme and publication activity management principles have been introduced. The authors define the values of the two introduced indexes: basic and chain, and also index analysis, made on their basis. In this context, the chart shows the index for the main indicator publication activity assessment of academic staff in journals indexed in the international databases Web of Science and Scopus. To analyze the results of the effective management one should use the complex indicators that demonstrate not only the dynamics of changes in the absolute values of the publication activity, but also the effectiveness of the decision on the early stages of the study. The base and chain indices can act as integrated assessment indicators. The index analysis results of the scientific publication activity of the university academic staff have shown a lack of effectiveness of the management decisions to stabilize the rate growth trend in the scientometric systems of Web of Science and Scopus.
